Chula Vista Assistant Police Chief Phil Collum, 54, passed away Monday evening after a short battle with a rare form of cancer.
In honor of Collum's memory, his family requests contributions be made to the Phillip Collum Scholarship Fund. The fund supports the Corazón de Vida Foundation in Baja, Mexico, an organization dedicated to providing education and opportunities to orphaned and abandoned children.
