The image, first posted on a personal page of a Houston rescue group volunteer, quickly went viral and sparked a major question: Why wasn’t more done?

Leaving the dog behind was hard, the group said, asking for the public not to judge. It also explained that further investigation found the dog belonged to an 89-year-old man who takes in many dogs in the area.
