Suspect surrenders to police for fatal hit-and-run in National City

NATIONAL CITY - The suspect who fatally struck and killed an elderly pedestrian has turned himself into police.
 
Efrain Gabriel Black, 20, turned himself in to National City Police shortly before 12 p.m. Tuesday. 
 
Black was wanted for allegedly hitting and killing an 81-year-old man walking his dog across the 220 block of East Fourth Street near V Avenue Monday night. 
 
The victim was taken to the hospital, where he later died of his injuries.
 
The county Medical Examiner's Office has withheld the victim's name pending family notification.
 
Black was booked in San Diego Central Jail on $100,000 bail pending arraignment on Thursday.
